If you’re a CDL driver or DOT-regulated employee who has been told you need a Substance Abuse Professional (SAP), you’re probably navigating a process that feels confusing, high-stakes, and unnecessarily opaque.

At Dr. Paige Dunlap and Co., PLLC, I provide DOT-compliant SAP evaluations with one goal: to make the process clear, structured, and manageable—without adding stress or confusion.

What I Do (and What I Don’t)

As a DOT-qualified Substance Abuse Professional, my role is defined by federal regulation—not opinion, punishment, or personal judgment.

I DO:

Conduct DOT-required SAP evaluations under 49 CFR Part 40

Provide support related to the DOT Clearinghouse II Rule, including how it impacts your return-to-duty process

Make DOT-required education and/or treatment recommendations

Explain each step of the SAP and return-to-duty (RTD) process in plain language

Complete required SAP documentation once all steps are satisfied

I DO NOT:

Provide treatment to individuals I evaluate

“Clear” anyone to return to duty or employment – This is done by the employer

Act on behalf of employers, testing agencies, or enforcement bodies

This separation ensures the SAP process remains objective, ethical, and compliant.

Nationwide DOT SAP Services (Fully Remote)

Because my services are fully remote, I am able to assist DOT-regulated employees residing in North Carolina, Georgia, and Michigan through secure virtual SAP evaluations, conducted in accordance with federal DOT guidelines.

Remote services allow for:

Greater scheduling flexibility

Faster access to SAP evaluations

Compliance without unnecessary travel or delays

All appointments are conducted using secure telehealth platforms appropriate for SAP services.

Who Needs DOT SAP Services

You may need SAP services if you are a DOT-regulated employee who has:

Tested positive on a DOT drug or alcohol test

Refused a DOT drug or alcohol test

Violated DOT drug and alcohol regulations

Been notified of a requirement through the FMCSA Clearinghouse, including under the Clearinghouse II Rule

The SAP Process (Without the Runaround)

Initial SAP Evaluation

This is the formal DOT-required evaluation. During this appointment, we:

Review the violation and relevant background

Discuss DOT requirements and expectations

Identify appropriate education and/or treatment recommendations

Clarify next steps so you leave knowing exactly what happens next

This is a structured evaluation, not therapy—and not a lecture.

Education or Treatment Recommendations

Any required education or treatment is completed with an independent provider.

I do not provide treatment to individuals I evaluate, and I do not receive referrals or incentives from treatment providers. You are free to select a provider that meets DOT requirements.

Follow-Up SAP Evaluation

After completing the required education or treatment:

You’ll return for a follow-up SAP evaluation
Completion documentation will be reviewed
DOT compliance will be assessed
Required SAP documentation will be finalized
